The Ponca City Refinery is located in Ponca City, Oklahoma, approximately 95 miles northwest of Tulsa, Oklahoma. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and delayed coking units. The refinery produces a high percentage of transportation fuels and anode-grade petroleum coke. Refined petroleum products are primarily distributed to customers throughout the Midcontinent region by company-owned and common carrier pipelines.

Community Advisory Council

Year established: 1991

The Ponca City Community Advisory Council (CAC) holds monthly meetings which begin with updates on safety and environmental performance followed by information on refinery operations. Many meetings have an educational topic and often focus on environmental matters, such as air quality and groundwater remediation. Other topics of interest include sustainable development and the company’s other operations.

The Ponca City CAC’s mission statement is to establish and maintain a dialogue between the community and Phillips 66 in order to understand community issues and Phillips 66 issues in an atmosphere of trust and mutual respect, using open, honest communication. With that as a foundation, members of the CAC solicit input from local community members asking what issues, questions or suggestions they have for Phillips 66. The group uses the results to plan the monthly meetings and other CAC-sponsored events in the community.

CAC members take their membership on the council seriously. They ask hard questions and expect honest answers. Combining this dialogue with occasional tours of the refinery to view the operations provides members with an overall understanding of refinery operations and its impact on the community.

The Ponca City CAC includes a total of 14 members and representatives from the Refinery Leadership Team (RLT). The Ponca City CAC members are from the Ponca City public schools, technology school, medical community, Ponca City Development Authority, neighborhood associations, retirees association, fire department, ethnic and cultural diversity, surrounding communities and other concerned citizens. Members are added on an as needed basis.
