A new path to the West
Western Gateway is a proposed refined products pipeline system that will create a new supply path from St. Louis, Missouri, and expanded Gulf Coast origin points to western markets, including Phoenix, Arizona and California.
The details
The project combines an approximately 900-mile new build pipeline from Borger, Texas, to Phoenix with Kinder Morgan’s existing SFPP West Line from Phoenix to Colton, California, which will be reversed to move product west into California. Phillips 66’s Gold Pipeline will also be reversed to help move refined products toward Borger and supply the system.
The system is designed with an initial capacity of 230,000 barrels per day. It is also being developed to allow for future expansion as demand requires, with limited additional capital and without the need for a new pipeline.
Phillips 66 will construct and operate the new pipeline segment from Borger to Phoenix. Kinder Morgan will operate the pipeline from Phoenix to California. The project is targeting completion in 2029, subject to receipt of all permits and regulatory approvals.

The final investment decision follows a successful second open season that secured long-term shipper commitments sufficient to move the project forward. That commercial support underscores the need for greater supply flexibility in western markets and reinforces the value of a system designed to connect refining centers with demand growth in Arizona and California.
