We demonstrate our commitment to safety by providing industry-leading site inspections. You can expect inspections at this periodicity:
- Within 90 days of branding with us, we will inspect your station
- Every two years, we will reinspect your station
- Every three years, we will inspect and reinspect jet fuel and avgas terminals
To promote best-in-class safety standards throughout our FBO network, we established the Sky Safe Award, which recognizes FBOs that set the standard in fuel safety practices, innovation and leadership.

As a Phillips 66 Aviation-branded FBO, you’ll have access to our library of quality control and safety training materials to create and inform a culture of safety throughout your FBO. These resources are:
- TrustedFuel.com, our training portal where you’ll find industry-leading training videos, how-tos, forms, and other QA materials
- No-cost hands-on training: 10 times a year, our team of experts provides training for your staff to attend
- Access to NATA Safety 1st and ACE training

Aviation Fuel Supply That Meets Demand
Not only do we supply branded aviation fuel–we refine it. We’re the only company that does so. In fact, we produce 40% of avgas in the U.S. market. We understand that without fuel, planes can’t take off. While we refine jet fuel at nine locations and avgas at three locations in the United States, we draw on global production resources and reserves to ensure that our FBOs always have access to high-quality aviation fuel, even in the event of supply disruption. Price and freight equalization is included in our branded offering, regardless of the backup source, which includes no markup on freight rates or fuel surcharges.

While we currently only refine avgas and jet fuel, we’ve recently outfitted our Rodeo Refinery with the capability to refine sustainable aviation fuel (SAF). We’re committed to advancing a lower-carbon environment, and we’re preparing for the energy future with our customers. Doing so means that we’re preparing to supply branded FBOs with any fuel their pilots request for a future-forward fuel option.

We have numerous contract fuel and credit card program participants ready to fuel up within our branded network of FBOs. This means you will have hundreds of tail numbers scheduling flights to your airport, ready to fuel up at your FBO. But that number isn’t static–our sales team is in the field working with dispatchers and flight departments to grow the size of our contract fuel and credit card program user base.

CONTRACT FUEL
Our contract fuel program is also designed to benefit FBOs by reducing the accounting burden our FBOs experience. When contract fuel members fuel up at your FBO, we take the credit card charge risk and fees because they pay us directly. Then, we reimburse you for the fuel purchased and your into-plane fee within one to two days.

Leasing and Maintenance Support Options for Aviation Refuelers
Since refueling is at the heart of FBO operations, we offer leasing and lease-to-own options to ensure that our FBOs are always ready to quickly service planes. Our fleet of refuelers available for lease and purchase consists of 1,000-gallon avgas trucks, 3,000-gallon jet fuel trucks, and 5,000-gallon jet fuel trucks. Trucks of larger sizes are available with approval by Phillips 66.
Refueler Maintenance Support
A breakdown shouldn’t bust your budget. We offer our FBO customers comprehensive maintenance plans that cover preventative and corrective maintenance. Even more, our refueler fleet allows us to provide you with loaner refuelers and spares to meet short-term needs, such as when your refueler undergoes repairs.
Keeping your fuel trucks operational helps you build a reputation as a reliable and trustworthy FBO. Because your fuel trucks are one of the first things pilots see, we provide free decal sets to give your fleet a professional and standardized look.

Excess Liability Coverage
Part of being an aviation service provider is taking on calculated risks. To help you mitigate those risks, Phillips 66 Aviation provides our branded dealers with $50 million excess liability insurance coverage. This provides important supplemental coverage over and above your primary insurance policy for certain risks associated with fueling-related incidents.
