The Borger Refinery is located in Borger, Texas, in the Texas Panhandle, approximately 50 miles north of Amarillo, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and delayed coking units. The refinery produces a high percentage of transportation fuels, as well as fuel-grade petroleum coke, NGL and solvents. Refined petroleum products are distributed to customers in West Texas, New Mexico, Colorado and the Midcontinent region by company-owned and common carrier pipelines

Citizens Advisory Council

Year established: 1992

The mission of the Borger Citizens Advisory Council (CAC) is to be a communications conduit between the surrounding communities and Phillips 66, ChevronPhillips, Solvay and Orion Engineered Carbons. The CAC provides the companies’ management teams an opportunity to understand community concerns regarding environmental, safety and health issues and can assist the companies in more effectively communicating with the local communities.

The Borger CAC has approximately 60 citizen members and eight members representing companies, with an average meeting attendance of 75.

Meetings are held quarterly.
